Often provided by evaluators to clients who request it, and even to those who don't, as part of the service. Many contracts specify it as a capacity-building service in itself, and most evaluators are keen to supply it since it increases the level of interest in higher quality evaluations, which are often hard to sell, even when they cost no more, because their value is not immediately apparent to those unfamiliar with the weaknesses of simple approaches, e.g., post-test only, audience-only ratings.
