Stakeholder

One who has an interest in an evaluand. This includes taxpayers when it's been funded with public money; the evaluand's designers and managers; the staff; the impactees (intended or unintended); legislators involved in either general accountability issues, or the enabling legislation; those whose theory is being tested, and those who believe the theory to be wrong; the politicians not in power, and those in power; parents and siblings of the impactees; the evaluators; and plenty more.
