Goal-free evaluation

Evaluation in which the evaluator is not informed of the goals of the program and is not encouraged to try to infer them. It was introduced in order to break the lock of the goal-achievement model of program evaluation. Instead of using meeting the goals of the program owners or designers as the standard by which to measure the program's merit, the GFE evaluator uses the needs of those the program impacts (whether intentionally or unintentionally).
