Program Evaluation Standards

These detailed standards for the proper conduct of those doing program evaluation have the unique status of being the only ANSI (official American National Standards Institute) standards in the field, a considerable achievement, made possible because the standards were the joint product of a large number of professional associations who appointed representatives to the Joint Committee that authored the standards and supervised their extensive field trials. They are well laid out, with good explanations and examples of the application (and failure to apply) each of the (large number) of standards. They are not intended to be used to design a program evaluation, but rather to check a design and the operation of a program evaluation for consonance with these important requirements. There are two matching volumes: one for personnel evaluation, and one for student evaluation (assessment); the latter is also an ANSI standard, the former is in the process of acquiring that status.
