Process

This is everything that goes on in a program from startup to outcomes and outputs. It is not restricted to what goes on that in the part of the process that is generating outcomes, but includes whatever else goes on during that period even if it's not actually functional in moving towards the outcomes, and whatever went on in the course of getting the operation up to speed. For example, improper treatment of staff during the planning as well as the operational phase should be picked up under process, and failure to adequately implement whatever treatment model is allegedly being implemented ('authenticity').
