Personnel evaluation

A major field in evaluation. It is distinctive particularly because of the need to consider the ethical rights of persons, something that has no counterpart in, for example, product evaluation. In particular, this means that one cannot make major personnel decisions on the basis of indicators-one must, if at all possible, use only criteria. So, even though it is true that there is a correlation between good teaching and high eye-contact with students (hence eye-contact is an indicator of good teaching), one cannot downrate a teacher for this characteristic, since many excellent teachers are counter-examples to this tendency. To do otherwise would be 'guilt by association' which is legally and ethically unacceptable in normal circumstances. One must instead obtain information about the amount of valuable learning engendered by the teacher, a criterion of good teaching.
