Outcome evaluation

Evaluation focused on, and sometimes only focused on, outcomes or impacts. By omitting any consideration of process, costs, comparisons, and generalizability, this leads to an extremely superficial result, with possibly bad long-term effects if it is used as a basis for action. See KEC.
