Refers to efforts to assist countries trying to raise their average standard of living. These huge efforts by the international humanitarian and other agencies have often been evaluated, but usually in a very superficial way by a small group of evaluators well-known to the evaluees, an arrangement that creates serious conflict of interest. Examination of the results shows the typical effects of this; the evaluation often identifies many faults but then gives a favorable overall conclusion that is not supported by the details. Zzz
