Intended outcomes

Program goals usually include and sometimes only include intended outcomes; certainly much of program evaluation focuses on them. This does not mean one can afford to ignore the search for unintended outcomes (roughly the same as side-effects), but it would be absurd to skip the intended ones. They should also be distinguished from outputs, and of course from process, both of which need to be considered by the evaluator.
