In program evaluation, as in the evaluation of manufacturing processes, one key question concerns what has to be put into the program in order to get the desired output of benefits. Money, training, good staff, buildings, maintenance costs, etc., are all inputs, and costly, so cost analysis is a key part of program evaluation. But a less obvious part is the need for evaluation of the quality of the inputs as well as their costs; thus program evaluation builds on both personnel and product evaluation since staff and building/office supplies are key inputs for all programs. It is therefore unfortunate that training in neither is part of the standard approach to training program evaluators.
