Implementation

The extent to which a program with certain defining characteristics has been fully replicated at a particular site. A common error in evaluation by beginners is to assume that because a site is said by those disseminating a certain approach to be one of 'their' sites, and that claim is supported by the staff and manager at the site, one can assume that what goes on at the site is in fact an example of the approach in question. It is often useful to use an 'index of implementation' (an idea due to Lou Smith) that quantifies the extent to which each of the defining dimensions of the approach can be identified at a given site.
