A program, treatments, etc., is said to be effective if it successfully produces the claimed or intended effect. This is contrasted with efficient, the property of producing the desired effect at a reasonable cost. In general, good program evaluation will determine both effectiveness and efficiency, and would normally put this into some realistic context by reporting on how well the program does on this standards by comparison with other programs producing (roughly) comparable results at comparable cost.
