The phase in an evaluation when we do the observing, interviewing, testing, recording, document analysis, of what's going on, and often of what has in the past gone on, as well. This will often involve 'instruments' designed for this specific evaluation, such as interview protocols or tests; or it may involve the use of pre-existing tests, which has the advantage of yielding results that can be compared with the results obtained from other groups.
