Defined by a critic as 'someone who borrows your watch in order to tell you what time it is." Like consultants in general, evaluation consultants-and the stories about them-range from very good to unbelievably bad. Ideally, the evaluation consultant combines three areas of substantial expertise: knowledge of the subject matter of which the evaluand is an example, knowledge of evaluation as a discipline, and knowledge of the duties and limitations of consultants. The first two of these may not inhere in a single individual but in a team doing the consulting, but then of course the new question arises of how well the team works together in pooling their shared knowledge.
