Cluster

A cluster, in evaluation terminology, is a group of projects that are typically funded under one large program, and share general goals, although often located at widely separated sites and often with significant differences in their specific, usually secondary, goals. The term cluster evaluation refers to an approach to evaluating all of these through regular coordinated meetings between the evaluators of each. This approach was developed by the W.K.Kellogg Foundation, at a time when James Sanders was head of evaluation there, and has been gradually refined since then.
