The person or group that commissions or requests it, if there is one (some evaluations are originated by evaluators from plain interest in the result-see ascriptive evaluation). This is often not the same as the individual or group that orders it, or funds it; but it is normally the entity to whom the report, all questions, and the billing goes. It is extremely improper to direct questions at, say, the board of directors who you know ordered the evaluation done, instead of asking them of the executive who commissioned you to do it.
