Beneficiary

Someone who benefits from the products or services provided by a program, usually the program being evaluated. Since there are often people who suffer from the effects of the same program, it's useful to have a term that is neutral between the 'valence' (merit/demerit) of the effects, and the term 'impactee' is used for that purpose. Note that the group of impactees (the beneficiaries plus the victims) is by no means the same as the target population of the program, since programs typically not only have side-effects (i.e., effects other than those intended) but side-impacts (i.e., effects on those other than those targeted).
