Attribution

The determination of causal agency or moral responsibility to a factor or agent. One of the problems with getting agencies to cooperate on programs that require more resources than any single supporter can provide is that it's not generally possible to attribute specific results to specific donors. Evaluators often encounter the request to perform feats of attribution that are not possible.
